Try using phpMyAdmin to check that the login details you are using work.

If not use the MySQL Databases option in cPanel to create the user with the password and permissions you want.

NB generally you would create a new database user for Joomla rather than use the administrator login - that is the password I think you have changed.

Then check your configuration.php to make sure they are exactly the same.


Are your new and old versions of Joomla identical?

If not I think your installation method is risky. The database format might be different.

I would recommend using Fantastico to install a working version of Joomla then export your old site and import it into your new site.
